Tax Appeal Experience

John Lifflander, the owner, was previously employed as a senior industrial appraiser for the Oregon Department of Revenue, and trained many of the appraisers there. He wrote the training and orientation manual for the department and rewrote the administrative rule for Oregon for the procedures for appraising industrial property. Mr. Lifflander was also a hearings officer (administrative law judge) for property tax cases for the Oregon Department of Revenue and is well-acquainted with the legal issues surrounding property tax litigation.

Mr. Lifflander has also taught an industrial appraiser course which has been attended by government appraisers from Oregon and Washington. He has written articles for the International Association of Assessing Officers (IAAO) including instruction for the valuation of manufacturing plants for their subscription service. He also authored the chapter entitled "The Administration of Appeals" for the recently published Assessment Administration book for IAAO.
